France Demonstrates European Solidarity with 100-Jet, 10-Year Ukraine Pact

In a powerful demonstration of European solidarity, France has committed to a “historical” 10-year defense pact with Ukraine, pledging a massive supply of advanced military hardware. The agreement, signed by President Zelensky in Paris, is headlined by a preliminary deal for 100 Dassault Rafale jets and includes air defense systems, radars, and drones. This move solidifies France’s role as a key security guarantor for Kyiv as the war with Russia rages on.
This pact comes at a critical moment, as European allies are shouldering the bulk of responsibility for Ukraine’s defense. The halt of support from the Trump administration in the US has forced the EU to step up, and this 10-year French commitment is the most significant sign of that new reality. It follows a recent letter of intent from Sweden to supply 150 Saab jets, showing a united European front.
The French hardware is desperately needed to counter Russia’s brutal air campaign. Moscow’s intensified strikes with missiles and glide bombs have devastated cities and the power grid. Zelensky, who called the French deal a “special moment,” has made air defense his top priority. The pact includes eight French SAMP/T systems, a “world-class” interceptor, to help protect Ukrainian skies.
Financing for the deal will be a joint European effort. The French presidency confirmed that the EU’s €150 billion Security Action for Europe (SAFE) loan fund will be used. Additionally, Kyiv will tap a G7 mechanism to deploy future revenues from frozen Russian assets, a move that has strong political backing within Europe.
The agreement also looks to the future by including joint industrial projects to co-produce interceptor drones. This not only provides Ukraine with more tools but also integrates its defense industry with that of Europe, binding the two partners even closer for the long term.
